Shioli Kutsuna was born on December 22, 1992, in the Sydney suburb of Killarney Heights. She lived there until age 14, when her family relocated to Tokyo to support her aspirations in modeling and acting.

Kutsuna attended Horikoshi High School in Tokyo, graduating in 2011 alongside fellow young performers Mayuko Kawakita and Riko Narumi. She then enrolled at Asia University but withdrew in 2013 before her third year to focus on her burgeoning acting career.
