In June 2004 he was elected to the European Parliament with the Maltese Nationalist Party, garnering the largest number of personal votes among Maltese candidates.

He was re-elected in 2009, again with a record tally. Within the European Parliament he served on committees including Budgetary Control and Civil Liberties, Justice and Home Affairs, and became the Coordinator for the EPP Group in the LIBE Committee.

In November 2012 he was elected Deputy Leader of the Nationalist Party, and in May 2013 he became Leader of the Nationalist Party and Leader of the Opposition in Malta.

He led the party through the 2017 general election, after which he resigned the party leadership following defeat. In January 2020 he was appointed Secretary General of the European People’s Party Group in Brussels, taking up the post in May 2020 and serving until 1 November 2024.
