Career
Manuel Roxas began his political career in 1917. He joined the municipal council of Capiz and served there until 1919. Then, he became the youngest provincial governor of Capiz. He held that position from 1919 to 1922. In 1922, Roxas was elected to the Philippine House of Representatives.
He was the Speaker of the House for twelve years in a row. In 1934, he participated in the Constitutional Convention. He also served as secretary of finance and chairman of the National Economic Council. Additionally, he was the chairman of the National Development Company and worked in many other government agencies.
On May 28, 1946, Manuel Roxas was elected president but had not yet been inaugurated. He traveled to the United States with Paul V. McNutt, the U.S. High Commissioner. During his visit, Roxas spoke about the importance of U.S. military bases in the Philippines. He said that the Philippines would welcome these bases. He believed they were important for the safety of both the United States and the Philippines. Roxas promised to help defend these bases as much as possible.
