Alexis Georgoulis was born on October 6, 1974, in Larissa, Thessaly, Greece. He has one sibling, Thodoris Georgoulis.

He completed his mandatory military service in the Hellenic Army before entering the National Technical University of Athens in 1993 to study civil engineering.
