His parents left religious life before marrying and eventually settled in Baltimore, where they taught philosophy. Hines is the youngest of four children.
He attended Loyola Blakefield, where he performed in the jazz ensemble and school theatre productions. Although he initially played the trombone, he later turned his attention to the guitar, songwriting, and acting before moving to New York to pursue a professional career.
