Fiona Shaw was born on July 10, 1958, in Cobh, County Cork, Ireland, to parents Denis Joseph Wilson (an ophthalmic surgeon) and Mary T. Wilson (a physicist, née Flynn). She was the second of four children, with an older brother John Wilson and younger brothers Mark Wilson and Peter Wilson (the latter killed in a car accident at age 18).

Raised in a Roman Catholic family in Cork, she attended secondary school at Scoil Mhuire in Cork City.
