Hiromi Tsuru was born on March 29, 1960, in Chitose, Hokkaido, Japan, to parents referred to as Mr. and Mrs. Tsuru.

She grew up with a sister, joined the Himawari Theatre Group with her during elementary school. She later graduated from Tsurumi High School in Kanagawa Prefecture. She is of Japanese origin, her religion is Buddhism.

Tsuru began performing as a child actress in the late 1960s, appearing in television dramas such as Princess Comet.

She made her voice-acting debut in 1978 as the title character in the World Masterpiece Theater series The Story of Perrine. After transferring to Aoni Production in the early 1980s, she established herself as a prominent seiyū with a wide range of roles.

Breakthrough performances included Madoka Ayukawa in Kimagure Orange Road, Asuna Kujo in Maison Ikkoku, the long-running portrayal of Dokin-chan in Soreike! Anpanman beginning in 1988.

Her most celebrated work was as Bulma (and related characters) across the Dragon Ball, Dragon Ball Z, Dragon Ball GT, Dragon Ball Super series, films, a role she maintained for over three decades until her final recordings.

Additional notable credits include Ukyo Kuonji in Ranma ½, Reiko Mikami in Ghost Sweeper Mikami, Meryl Stryfe in Trigun, Naomi Hunter in the Metal Gear video-game series, numerous other anime, games, narration assignments for variety, news programs.

Hiromi Tsuru, who stood 1.60 m tall, was married to fellow voice actor Keiichi Nanba from 1986 until their divorce in 1990; the couple had no children. She remained single thereafter.

On November 16, 2017, she was found unconscious in her car on the Inner Circular Route near Nihonbashi in Tokyo’s Chūō ward. She was taken to a hospital, pronounced dead at age 57. Her agency, Aoni Production, later confirmed the cause of death as aortic dissection.
