During Prohibition, Ralph Capone ran the Chicago Outfit’s bottling plants. The Outfit wanted to control the market for non-alcoholic drinks, like ginger ale and soda water. These drinks were popular for mixing with alcohol, which was illegal at the time. In 1950, the United Press called Ralph Capone one of the top leaders in organized crime. He was involved in gambling and other illegal activities. Some people argued about whether he was still a real boss at that time. The U.S. Senate Kefauver Committee looked into this matter. They found some evidence that suggested he might not be in charge anymore.

In 1935, a well-known gangster named Louis Alterie had to testify against Ralph for tax evasion. A few weeks after that, Alterie was shot and killed.
