Early Life and Education

Francis “Kiko” Pangilinan, now age 62, was born on August 24, 1963 in Manila, Philippines.

His father, Donato Tongol Pangilinan Jr., was an engineer and entrepreneur originally from Pampanga, while his mother, Emma Monasterial Nepomuceno, worked as a public school teacher from the provinces of Nueva Ecija and Marinduque.

He grew up in a large family with eight siblings.

During his youth, Pangilinan and his siblings often assisted with tasks in their family’s business ventures, including work at their Manila Pearl furniture factory.

Kiko Pangilinan married actress and singer Sharon Cuneta in 1996.

Sharon Cuneta had a daughter, Ma. Kristina Cassandra (KC Concepcion), from a previous relationship, making Pangilinan her stepfather.

Together, Pangilinan and Sharon Cuneta have three children: Simone Francesca Emmanuelle, Mariel Daniella Sophia, and Miguel Samuel Mateo.

Career

Pangilinan’s political and public service career began when, while still a law student, he ran for and won a seat on the Quezon City Council (4th district) in 1988.

At age 24, he became one of the youngest elected councilors in the capital region.

During his council term (1988–1992), he also helped found the National Movement of Young Legislators (NMYL), serving as its first national president, to network youth legislators across the country.

In 1992, he ran for a congressional seat but lost.

He then practiced law and also served as a legal commentator and media analyst, contributing to shows on ABS-CBN and hosting public service programs.

Over the 1990s, he worked as a lecturer and legal analyst on television and radio, particularly focusing on legal literacy and civic engagement.

In 2001, he successfully ran as senator, entering the Philippine Senate for the first time.

During his first two terms (2001–2007, 2007–2013), Pangilinan chaired multiple Senate committees including Justice and Human Rights, Education, Ethics, Urban Planning, and others.

He authored and supported key laws such as the Juvenile Justice and Welfare Act and laws promoting alternative dispute resolution, strengthening the judiciary, and enhancing protections for children.

Between his Senate stints, he was appointed by President Benigno Aquino III in May 2014 as Presidential Assistant for Food Security and Agricultural Modernization (PAFSAM).

In that capacity, he oversaw multiple agencies including the National Food Authority, National Irrigation Administration, Fertilizer and Pesticide Authority, and Philippine Coconut Authority.

He resigned in September 2015 to run again for Senate.

He returned to the Senate for a third term in 2016 and served until 2022.

During that period, he also served as president of the Liberal Party (2016–2022) and then as its official chairman.

He was the vice presidential candidate alongside Leni Robredo in the 2022 elections, where he lost to Sara Duterte.
