Vivian Balakrishnan, born on January 25, 1961, in the Colony of Singapore, was brought up by his parents, Helen Ong Yong Sang and GD Balakrishnan. 

He completed his education at Anglo-Chinese School and National Junior College before earning the prestigious President’s Scholarship in 1980. This scholarship enabled him to pursue a medical degree at the Yong Loo Lin School of Medicine at the National University of Singapore.
