Vivian Balakrishnan, born on January 25, 1961, in the Colony of Singapore, was brought up by his parents, Helen Ong Yong Sang and GD Balakrishnan

He completed his education at Anglo-Chinese School and National Junior College before earning the prestigious President’s Scholarship in 1980. This scholarship enabled him to pursue a medical degree at the Yong Loo Lin School of Medicine at the National University of Singapore. However, during the 2006 general election, he was part of a five-member PAP team led by Lim Swee Say in Holland–Bukit Timah GRC, securing another uncontested victory. In 2023, Balakrishnan and K. Shanmugam were investigated by the Corrupt Practices Investigation Bureau regarding their rentals of state-owned bungalows at Ridout Road. Following an extensive inquiry, the CPIB concluded no evidence of criminal wrongdoing or improper conduct on their part, thereby exonerating them from accusations of corruption or misappropriation of state resources.
