William Jay Bowerman was born on February 19, 1911, in Portland, Oregon, to Jay Bowerman, a former Oregon Governor, and Elizabeth Hoover Bowerman, who divorced Jay in 1913. He had an older brother, Daniel Bowerman, a sister, Mary Elizabeth Bowerman, and a twin brother, Thomas Bowerman, who tragically died in a childhood accident.

Bowerman attended Medford High School in Medford, Oregon, and earned a BA in Journalism from the University of Oregon in 1934, where he also competed in track. Of White and English ancestry, Bowerman practiced Christianity.
